8. Job Profile – What Does a Food Safety Officer Do?
|
Many candidates apply without knowing the actual work. Here is what the job looks like on the ground:
- Inspecting food business premises — restaurants, hotels, dairies, bakeries, factories, godowns and street food units
- Collecting food samples and sending them to the Food Analyst for laboratory testing
- Checking whether food businesses have valid FSSAI licence and registration
- Taking action against adulterated, misbranded or unsafe food under the FSS Act, 2006
- Preparing inspection reports and maintaining records
- Launching prosecution cases and giving evidence in court when required
- Creating awareness among food business operators and the general public about food safety
- Handling public complaints related to food quality
In short, it is a field job with legal powers. You will be travelling within your district, doing inspections and handling paperwork. If you like fieldwork combined with technical knowledge, this post suits you very well. |
9. Selection Process – Three Stages
|
| Stage |
Details |
| Stage 1 – Screening Test |
Objective type (MCQ), may be conducted on OMR sheets. Used to shortlist candidates when applications are high. No re-checking or manual checking of OMR sheets will be allowed. |
| Stage 2 – Subject Knowledge Test |
Tests your subject expertise related to food safety, food technology and regulations. No request for re-checking or re-evaluation of answer sheets will be considered. |
| Stage 3 – Interview / Viva-Voce |
Your eligibility and documents are verified only after you qualify for the interview stage. |
| Final Selection |
Based on the Commission’s decision. HPSC may hold Screening Test + SKT + Interview, or it may directly hold SKT + Interview without any Screening Test. |
Other shortlisting methods HPSC can use if the number of applications is very large:
- On the basis of percentage of marks in the minimum educational qualification
- On the basis of marks in different qualifications, with weightage decided by the Commission
- On the basis of desirable qualifications
- On the basis of higher qualification than the minimum required
- On the basis of higher experience in the relevant field
- By counting experience before or after acquiring the essential qualification
- By holding a Screening Test and/or Subject Knowledge Test
Important: The decision of the Commission regarding the pattern of examination is final and binding on all candidates.
|
10. Expected Exam Pattern & Syllabus
|
|
Please note honestly: HPSC has not given any syllabus, exam pattern, number of questions or marking scheme in Advertisement No. 25/2026. The topics given below are prepared on the basis of the eligible degree subjects and the standard pattern of Food Safety Officer exams across India. Treat this as a preparation guide only, not as official syllabus.
A. Food Safety & Regulations (Core Area)
- Food Safety and Standards Act, 2006 — important sections and definitions
- FSS Rules 2011 and FSS Regulations 2011
- Powers and duties of Food Safety Officer, Food Analyst and Designated Officer
- Licensing and registration of food businesses
- Adulteration, misbranding, unsafe food and substandard food
- Sampling procedure, sealing, panchnama and legal action
- FSSAI structure, role and functions
- Food labelling, packaging and claims regulations
- Codex Alimentarius, HACCP, GMP, GHP, ISO 22000
B. Food Science & Technology
- Food chemistry — carbohydrates, proteins, fats, vitamins, minerals
- Food preservation techniques — canning, drying, freezing, irradiation
- Food processing of cereals, pulses, fruits, vegetables, milk, meat and fish
- Food additives, preservatives, colours and flavours
- Food packaging materials and technology
- Food spoilage and shelf life
C. Food Microbiology & Hygiene

|
11. Preparation Tips & Study Material
|
- Start with the FSS Act, 2006. This is the heart of the FSO exam. Read the bare Act once, then focus on definitions, important sections, penalties and the duties of officers. Questions from here are almost guaranteed.
- Download free FSSAI material. The FSSAI website has free manuals, guidance notes and training material. This is authentic and better than random PDFs on WhatsApp.
- Do not skip Haryana GK. Every HPSC exam asks Haryana-specific questions, and most technical candidates ignore this section completely. Ten to fifteen easy marks are sitting here.
- Revise your own degree subjects. Your B.Tech or B.Sc notes are already half the syllabus. Revision is faster than starting a new book.
- Practise previous papers of other states. FSO exams of UPPSC, MPSC, RPSC, TNPSC and other states follow a similar pattern. Solving those papers gives you a very good idea of question style.
- Prepare for the interview from day one. Since interview is part of the selection, keep a file of current food safety news — adulteration cases, FSSAI notifications, new regulations.
- Make one-page notes for Act sections, microorganisms, adulterants and their tests. These are easy to forget and easy to revise.
Useful books: Food Science by B. Srilakshmi, Food Microbiology by Frazier & Westhoff, Objective Food Science & Technology (Sanjeev Kumar Sharma), FSSAI Act bare text, Haryana GK by any standard publisher, Lucent’s General Knowledge. |

13. Documents to be Uploaded
|

|
14. Common Mistakes to Avoid
|
- Forgetting to upload the signed application form — this alone causes automatic rejection
- Not checking the Hindi / Sanskrit subject condition in 10th or higher education
- Applying with an expired or old BC-A / BC-B non-creamy layer certificate
- Filling wrong details and then realising that correction is not allowed
- Getting a category certificate made after 19 October 2026
- Assuming reservation benefits apply to non-Haryana candidates
- Waiting till the last day — the portal closes sharply at 5:00 PM on 19 October
- Using someone else’s email ID or a mobile number you may lose access to
- Ignoring Haryana GK and general studies while preparing only technical subjects
|
15. Career Growth After Joining
|
The Food Safety Officer post is not a dead-end job. After joining, the general growth path in the Food & Drugs Administration Department looks like this:
- Food Safety Officer (Group-B, Gazetted) — entry level
- Designated Officer — district-level responsibility
- Senior administrative posts in the Food & Drugs Administration Department as per departmental promotion rules
Along with promotions, you get regular DA increases, annual increments and pay revision benefits. Compared to Group-C jobs in Haryana, this post gives you better status, better pay and a clear promotion ladder — which is why competition here is usually of good quality even though the number of posts is small. |
