Final merit and selection |
Select list and waiting list on the High Court website |
The notice says recruitment is by “competitive examination as per Schedule-IV (Part-H) of the R&P Rules, 2015”. Part-H of the Rules is the “Proficiency Test for the Post of Stenographer”, which consists of the stenography dictation and the typing test. Some websites describe a separate written exam, but Part-H does not list one. If the High Court decides to hold any extra screening or written test, it will inform you by SMS, email and its website.
|
12. The proficiency test explained with numbers
|
| Part |
Rule (from the Rules, Part-H) |
What it means for you |
| Dictation |
Time for dictation is 10 minutes. Speed: 100 WPM. |
At 100 WPM for 10 minutes, the passage is roughly 1,000 words (our calculation) |
| Transcription |
Accurate transcription within 5 times the time allotted for dictation |
If dictation is 10 minutes, the limit is up to 50 minutes (our calculation) |
| Typing test |
Time for typing test is 10 minutes. Speed: 50 WPM, on computers. |
Roughly 500 words in 10 minutes (our calculation). Typewriters are not allowed; the test is on computers. |
| Mistake limit |
Only 10% mistakes allowed in transcribed matter and typed matter |
More than 10% mistakes in either part means you are declared unqualified |
| Exemption |
The Hon’ble Chief Justice can, in administrative need, allow exemption in speed or mistake limits |
Do not count on this. Prepare for the full standard. |
Why typing matters more for this post: The Rules say that the typing test is normally only a qualifying test, but this exception does not apply to Stenographers (and a few other posts). So for this post, do not treat typing as a formality. The Rules do not give the marks scale in the part we checked, so the High Court may explain how marks are used when it announces the test.
|
13. Document Verification rules
|
| Admission is provisional |
Your admission to the test is provisional and based on what you declare in your online application |
| Only uploaded documents |
Only those documents that you mentioned and uploaded during the application are verified in original. No new certificate is accepted at DV. |
| Expired certificates |
If a certificate expires during the process, a renewed certificate in continuation of the earlier one is accepted at DV. An expired one is not accepted. |
| Experience certificate |
Must be in proper format, mentioned and uploaded in the application, and produced in original at DV |
| Category |
The category once claimed is final. No request to change it is entertained. |
|
14. Salary, probation and career growth
|
| Pay Level |
Pay Level 11: ₹38,500 – ₹1,22,700 |
| Other pay items |
Dearness Allowance, House Rent Allowance and other allowances as admissible for the post |
| Probation |
Two years from the date of appointment. Confirmation depends on satisfactory work and conduct (as per Rules). |
| Select list validity |
The select and waiting list is valid for one year, which the Chief Justice may extend by up to three months (as per Rules) |
| Promotion Step (as per Schedule-III of the Rules) |
Condition |
| Stenographer → Personal Assistant / Judgment Writer |
By selection from Stenographers working in the High Court. Graduation and 2 years of service. |
| Personal Assistant / Judgment Writer → Private Secretary |
By selection. Graduation and 3 years of service. |
| Private Secretary → Secretary |
By selection from Private Secretaries with 3 years of service |
The promotion ladder is taken from the High Court Rules, which can be amended. Actual promotion depends on vacancies, selection and rules in force at that time.
|

- No re-checking or re-evaluation of answer sheets at any stage.

|
16. Preparation plan for the stenography and typing test
|
| Area |
How to Prepare (our suggestions, not official rules) |
| Shorthand speed |
Practise 10-minute dictations daily. Train at 110–120 WPM so that 100 WPM feels comfortable on test day. |
| Transcription accuracy |
After each dictation, transcribe it and count your mistakes. Aim for far below the 10% limit. Check spelling, punctuation and numbers. |
| Court vocabulary |
Read judgments and court orders. Practise outlines for common legal words and phrases (plaintiff, respondent, petition, affidavit, jurisdiction, etc.). |
| Computer typing |
Practise on a computer keyboard, not a typewriter. Build up to a clean 55–60 WPM, so that 50 WPM is safe. Practise 10-minute typing tests. |
| Time management |
Practise full-length mock tests: 10-minute dictation, transcription within the time limit, then a 10-minute typing test |
| Documents |
Arrange your graduation certificate, matriculation certificate, ID proof, and experience certificate in the proper format. Get your NOC process started early if you are in service. |
| Health and focus |
Rest your hands and eyes. Short daily sessions are better than one long session. |
|
17. Common mistakes to avoid
|
- Submitting without final checking. The notice says the application cannot be modified once submitted.
- Not uploading the experience certificate. Experience is counted only if mentioned and uploaded in the application, and shown in original at DV.
- Wrong category claim. Category once claimed is final.
- Wrong file size or format. Check the size limits for photo, signature and documents before uploading.
- Using an unused email or mobile number. The High Court contacts you only through them.
- Forgetting the NOC (for employees). It must reach within 15 days of the last date.
- Not practising typing on a computer. The test is on computers, and typing counts for this post.
- Not reading the R&P Rules. The notice says candidates must go through them before applying.
