2. Important: This Is a Shop Licence, Not a Salaried Government Job

Many websites use the word “Bharti” (recruitment) and “posts”, but a ration depot holder is not a government employee. You get a licence from the District Food and Supplies Controller to run a ration shop, and you distribute rations to ration card holders in your area. There is no pay scale and no salary in the notice. Your income comes from the commission that the government pays on the goods you distribute, and you also have to arrange the shop, staff and day-to-day costs yourself. If you are looking for a fixed-salary job, this is not it. If you are looking for a small local business under a government licence, read on.

4. Vacancy Details — How to Read the Village-Wise List

The department has published a village-wise and ward-wise vacancy list. You can only apply for a place that is on this list. For each location, it shows three numbers:

  • Total Vacancies — how many new licences are open in that village or ward.
  • Vacancies for All — seats that any eligible candidate (man or woman) can apply for.
  • Vacancies Reserved for Female — seats only for women candidates.

Districts covered (23): Ambala, Bhiwani, Charkhi Dadri, Faridabad, Fatehabad, Gurugram, Hansi, Hisar, Jhajjar, Jind, Kaithal, Karnal, Kurukshetra, Mahendragarh, Nuh, Palwal, Panchkula, Panipat, Rewari, Rohtak, Sirsa, Sonipat and Yamunanagar.

Example rows from the list:

District Location Total For All Reserved for Female
Ambala Bamba (village) 1 1 0
Ambala Batrohan (village) 1 0 1
Ambala Ambala Cantt MC Ward 17 5 3 2
Karnal Karnal MC Ward 1 20 13 7
Rohtak Rohtak MC Ward 10 4 3 1

Most locations have just one vacancy, which is either open to all or reserved for women. A few city wards have several, and Karnal MC Ward 1 shows the highest number we saw (20). Rows marked “BL” appear to be villages and rows marked “MC” appear to be municipal wards — this is our reading of the table, so check your own location in the PDF. Since 33% of 2,651 is about 875, roughly 875 seats should be for women (our rough calculation).

5. Eligibility — Who Can Apply

  • Local resident: the applicant must be a resident of the locality (village / ward) for which the FPS licence is applied.
  • Age: 21 to 45 years. The source website counts age as on 10 November 2026 and says relaxation is “as per rules”. The instruction PDF itself gives no relaxation chart.
  • Education: at least 10+2 (12th pass).
  • Computer knowledge: a Certificate of Basic Computer Knowledge.
  • Shop premises: proof of rent, lease, agreement or ownership of the place where you will run the shop, and a site map of that proposed premises.

  • Two declarations: that you are not a close family member of the Sarpanch / Municipal Councillor (as per Section 2(1)(r)), and that an FPS licence has not been cancelled for you earlier (Section 4(4)).

  4. You will be redirected from SARAL to the Haryana Public Distribution System (HPDS) portal, where the application form is available.
  5. Click “Check Vacancy” and choose the vacancy in your own area against which you want to apply.

  9. Review everything carefully and submit the application.
  10. Note the application number that is generated. You will also get an SMS on your registered mobile number. Keep both for tracking your application.

Apply only against an available vacancy in your own area, and make sure that every detail is correct and complete.

8. What Happens After You Apply

  1. Vacancy check: your application is matched against the vacancy in your village or ward.
  2. Field verification: the concerned Area Inspector visits to verify your documents and the proposed shop. The Inspector may collect copies of your original documents and upload them online.
  3. Be present: you or an authorised representative must stay available at the given address during the verification visit and fully cooperate with the officer.
  4. Departmental scrutiny: your application goes through the prescribed verification and scrutiny.
  5. Final decision: the competent Licensing Authority decides whether to grant the new FPS licence.

⚠ What the Notice Does Not Tell You: If several people apply for the same village or ward vacancy, the notice does not explain how one person is chosen (for example, marks, merit or preference). The final decision rests with the licensing authority under the Haryana licensing order. Before you spend money on a shop, ask the District Food & Supplies Office how applications for the same vacancy are ranked.

9. Is It Profitable? A Realistic Look at the Income

The notice gives no income figure, so here is what we found from outside sources. Please treat this as general background, not as a promise.

  • A Tribune news report (the date is not visible in the version we could open) quoted depot holders saying they get about ₹200 per quintal on wheat, ₹1 per litre on mustard oil and 8 paise per kg on sugar as commission. The same report said commission had not been paid for five months, and that depot holders also have to deposit money in advance to get mustard oil and sugar. It also said there are over 9,000 depot holders in Haryana.
  • Depot holder groups were demanding higher commission (for example ₹250 per quintal for wheat), which shows the margin can be tight.

A rough illustration (our assumptions, not from the notice): a depot serving about 300 ration cards, each taking around 20 kg of wheat a month, would hand out roughly 60 quintals. At ₹200 per quintal, the wheat commission would be about ₹12,000 a month before costs such as rent, electricity, a helper and the working capital for advance payments.

Rates and rules can change. Before you invest, ask the District Food & Supplies Office for the current commission rates, how soon commission is paid, and how many ration cards the depot you want would serve.

10. Rules to Know About Running a Depot

These points come from news coverage of the Haryana Targeted Public Distribution System (Licence and Control) Order, 2022. Please check the latest order for exact rules.

  • 33% of FPS licences are reserved for women.
  • A fair price shop is generally licensed for at least 300 ration cards. In rural areas the village is treated as a unit, and a licence can also be issued for a village with fewer than 300 cards.
  • Ration is given after biometric authentication on the point-of-sale (ePoS) machine at the shop.
  • Under national portability, a ration card holder can take ration from any fair price shop in the country, so your customers may not be only the families of your own village.
  • The licence is issued by the District Food and Supplies Controller, who also lays down the shop owner’s duties, such as fixed opening and closing times, displaying food grain samples and not denying a card holder their entitlement.

11. Mistakes to Avoid

  • Applying for a place where you do not live. The licence is for residents of that locality.
  • Applying for a seat that is not on the list, or choosing a “Reserved for Female” seat as a male applicant.
  • No computer certificate or an unclear education certificate.
  • No real shop premises. Rent or ownership proof and a site map are required, so arrange the place before you apply.
  • Wrong Family ID (PPP ID) or wrong personal details. Your details are taken from the HPPA database, so correct any mistake there first.
  • Not being at the address during field verification. The Area Inspector’s visit can decide your application.
  • Signing a false undertaking. A wrong declaration can lead to rejection.
  • Paying anyone for “guaranteed licence”. No such system exists. The application is free, and the decision is made by the licensing authority.

12. A 4-Week Plan Before the Last Date

When What to Do
Week 1 Open the village-wise list and find your village or ward. Check that a vacancy is listed and whether it is “for all” or “for female”. Check your age and Family ID.
Week 2 Arrange your shop premises and rent or ownership proof. Prepare a site map. Get a basic computer certificate if needed. Ask the District Food & Supplies Office about the recommendation and income proof.
Week 3 Log in to SARAL, start the “New FPS Licence” service and submit your application. Save the application number and SMS.
Week 4 Keep all originals ready for the Area Inspector’s visit. Keep your phone on and watch for calls and SMS.

This plan is our suggestion. Do not wait for the last day, because portals can slow down near a deadline.
